Ukrainian President Viktor Yushchenko asked Prosecutor General's Office to bring charges on criminal negligence of officials.

The President stressed that "all services in the country” were informed about complex epidemiological situation in Ternopil. "However, no sanitary doctor prohibited either movement of people, or meetings", - said Victor Yushchenko.

"There were 10 deaths before October 24 in the Ternopil Region,. 6 deaths were recorded in the Lviv Region", - explained the President. "After meeting on Maidan Nezalezhnosti  in 7 days, Kyiv got the circumstances with high level of sickness rate, after which influenza epidemic was declared", - said Victor Yushchenko.

It is necessary to intensify medical care by means of emergency intensive care treatment, said the President of Ukraine. Also the head of the state is concerned that the influenza viruses, which have been spread in Ukraine, can mutate.

"As opposed to epidemic in other countries, three pathogens of severe viral infections are in Ukraine: two seasonal influenza and Californian one. According to the conclusions of virologists, such a combination of infections due to mutations may provide even more aggressive virus," - said the President.

Yushchenko noted that for this reason he appealed to the United Nations Organization with a request to make virological examination in Ukraine and to create an appropriate laboratory to advance adoption of anti-epidemic measures.

President Viktor Yushchenko has urged people to reconsider their attitude toward vaccination. "As head of state, I beg you, dear compatriots, to revise your attitude toward vaccination, and if necessary, do it, but only after consultation with the doctor" - said the President.

According to the President, the actions of the government directed at overcoming the spread of influenza are helpless. "The government was not prepared for this turn of events", - Yushchenko said.

The President reminded that in April this year, he had appealed to the Cabinet to take all preventive measures to prevent the spread of influenza in the territory of Ukraine. However, he said, the Cabinet did not take his recommendations into consideration, and in October it turned out that in Ukraine there was a lack of protective masks, no test systems for the detection of influenza A/H1N1.

Swine flu appeared in Kyiv. Yesterday, on November 4 the city health department informed about two deaths. "At the hospital number 4, 35-year-old woman died. She became ill on October 29, but categorically refused admission. On the night of Wednesday, she was taken to hospital with fever and heavy coughing, but it was already impossible to rescue her. She had a complex cardiac and pulmonary pathology, besides, the fourth degree of obesity. She weighted 213 kg! Most probably, it was a swine flu, - said deputy chief of central health department Volodymyr Zahorodny. Also, according to him, a 17-year-old boy died in Kyiv from the ordinary flu.

Yesterday, on November 4 the mayor appealed to the Prime Minister to declare quarantine in Kyiv, but the city health departments assures that it has no necessity.

The head of the Kyiv trade union of doctors Larysa Kanarovska is sure that if a real epidemic of swine flu starts in Kyiv, it will paralyze medicine: "Box departments will be necessary but it exists only in two hospitals – number 7 and 9". As for ambulance, Kyivers are waiting for ambulance car for 2-2,5 hours. And according to doctors, they do not have even antipyretic agents.

"Why doctors of emergency need drugs? Their duty is to take the patient to the hospital within 15-20 minutes, "- said Zahorodny.

01:53 p.m. According to the Ministry of Health, as of the morning on November 5 95 people died of pneumonia in Ukraine. These data have been announced by Deputy Minister of Health Zinovy Mytnyk.

He also reported that the Laboratory in London has confirmed 15 cases of influenza A/H1N1 in Ukraine (31 samples have been sent for the analysis). Total, according to the Ministry of Health, from 29 October to 5 November 633,877 people became sick.

04:34 p.m. Prime Minister Yulia Tymoshenko believes vaccination against influenza is a voluntary choice. "I think that each person has a choice - to protect the immunity by means of normal well-known methods or to make vaccination", - underlined the Prime Minister.

Yulia Tymoshenko said that she made a choice herself about how to protect her body from influenza. "As for me, I am not vaccinated. I protect me by the same methods, which everybody uses: lemon, onion, garlic”. She said that her daughter also did not use the vaccine.

Ministry of Health has formed a group of experts to advice on prevention and treatment of influenza, told Health Minister Vasyl Knyazevych on Wednesday.

According to him, a team of 20 people will make recommendations, in particular, speaking on television and in the press and directly to recommend preventive and curative measures to Ukrainians. He emphasized the positive point: "We have started to bring people to life due to artificial pulmonary ventilation”.

According to Vasily Kniazevych, the most difficult thing is at the moment - is to identify the virus, said Ukrainskaya pravda with reference to Interfax-Ukraine.

Chief sanitary doctor Oleksandr Bilovol predicts quarantine in the Vinnytsa, Kyiv, Odessa, Poltava and Chernihiv Regions after they reach the epidemiological threshold of incidence of influenza and acute respiratory viral infections.

According to him, the incidence in these areas is very close to epidemiological threshold. At the same time, he noted that in the Lviv Region, which is now the quarantine one, there is a decline in hospitalization of people with influenza or acute respiratory viral infections.

The Kyiv city state administration asked law enforcement authorities to prevent the spread of misinformation in the capital of Ukraine of leaflets about the situation with the epidemic of influenza. This is stated in the protocol instructions of city emergency anti-epidemic commission from the City Hall on November 4.

One reason for this treatment was the appearance in the city of leaflets allegedly on the letterheads of the General Directorate of Health and medical care of the Kyiv City State Administration that there are cases of pneumonic plague in the city. First Deputy Chairman of Kyiv City State Administration Irena Kilchytska informed. She stressed that the information on the identification of pneumonic plague in Kyiv does not correspond to reality.

06:19 p.m. The Kyiv city sanitary epidemiological station notes the absence as of November 5 reasons for the imposition of quarantine in Kyiv, chief sanitary doctor Anatoly Ponomarenko said at a press conference.

Anatoly Ponomarenko said that although Kyiv has reached epidemic threshold for acute respiratory infections and influenza on November 2, but the number of hospitalizations and overall complexity of the disease indicates the absence of reasons for the imposition of quarantine.

According to him, as of November 5 35,416 Kyivers went to doctors because of influenza or acute respiratory viral infections. 103 out of them were hospitalized during 2-4 November. At the same time, Anatoly Ponomarenko said that the number of applications of citizens is decreasing gradually.

According to him, in Kyiv the second recorded case of death from influenza A (H1N1) has been recorded, but this incident occurred in the military hospital, Ukrainian News reported.

06:59 p.m. Prime Minister Yulia Tymoshenko declares that there are no reasons to talk about the need to introduce a state of emergency. She told journalists about it in Chernivtsi.

Prime Minister Yulia Tymoshenko declares that influenza epidemic came to Ukraine from Europe. "Why the Western region has suffered most of all up to date? When an epidemic started in Ukraine, 250 people died in the EU countries of A/H1N1 influenza”, said the head of the government.

She stressed that influenza outbreaks began earlier in the neighboring countries than in Ukraine. "So western regions were the first which suffered from influenza", - said Tymoshenko.

As of 09:00 a.m. on November 5 2,448 militaries ill with influenza and other acute respiratory viral infections have been registered in the Armed Forces of Ukraine. 178 soldiers out of them are diagnosed with pneumonia, two more soldiers - with the possible signs of influenza A (H1N1). It is reported by the press office of the Ministry of Defense of Ukraine.

Prime Minister Yulia Tymoshenko claims that today one can not relax for a minute because of forecasts of the World Health Organization in Ukraine which expects to have two influenza outbreaks, including avian influenza.

Also she hopes that influenza epidemic will end in 3-4 weeks in Ukraine.

Prime Minister claimed that the Cabinet of Ministers intends to develop a strategy for immunization.

She said that to date there is no shortage of medicines necessary to combat influenza and other colds in Ukrainian hospitals.

Moreover, Yulia Tymoshenko informed that in the coming days broad-spectrum antibiotics will be received in the hospital which are purchased in India. She reminded hospitals actually are provided with a three-time supply of the drug Tamiflu, which Ukraine buys in Switzerland.

At the meeting the Prime Minister also expressed it is necessary to change the conditions of licensing of pharmacies.

At the same time, Yulia Tymoshenko assured that the establishment of sanitary-epidemiological services throughout Ukraine need technical modernization.
